1️⃣ Place pork belly in a pot of cold water with sliced scallions, ginger, and cooking wine. 2️⃣ Boil the pork belly until it changes color, then remove, rinse, and cut into large chunks. 3️⃣ Boil quail eggs, peel, and fry in hot oil until they develop a tiger-skin pattern. 4️⃣ Heat oil in a pan, add the pork belly, and stir-fry until the fat is rendered and both sides are golden brown.
