Wash the chicken pieces and drain them or pat them dry with kitchen paper.
Heat oil in a wok, then add ginger slices, garlic, and dried chili peppers and sauté until fragrant. Add chicken pieces and salt, and stir-fry over medium-high heat to render the fat from under the chicken skin until the chicken surface turns golden brown and slightly charred.
Stir-fry the chicken until fragrant, then add rice wine in three batches (40-degree pure brewed rice wine is used here). Each time you add rice wine, cover and simmer for a while, then uncover and stir-fry again until fragrant, then add more rice wine and continue to simmer and stir-fry until the chicken is fully cooked.
Leave some broth, then add green and red bell peppers, light soy sauce, and dark soy sauce for color. Stir-fry evenly and it's ready.
